well, that was taken from Wikipedia, and it explains a bit about what is hetalia:
Hetalia: Axis Powers is a manga and anime series by Hidekaz Himaruya placed in a World War-era setting in which the countries are represented by anthropomorphic characters. Hetalia is a made-up word combining hetare — Japanese for useless — and Italia. This is to make light of Italy's apparent cowardice during World War II. The main historical events portrayed in this work occur between World War I and World War II. The series often uses satire and comedy to address well-known and lesser-known historical facts.

Germany is a hard worker and a lover of rules. He sticks to them rigidly and trains his troops to do the same. Despite this, he has formed a close relationship with the carefree Northern Italy. He notes at one point that he has a crazy boss. His secret passion is baking cakes.
MY POINT OF VIEW
Now, What do I think? I'm in love! Hetalia is the perfect anime, it has history, comedy and a lot of yaoi. I started watching the series because of a friend and the first thing I thought was: what could I expect from an anime based on countries? Well, the plot is simply amazing, you can learn history and other countries culture.
The first impression you get when you look at his face is that he is a cold-hearted intimidating person, but Germany is awesome! In the first episode he shocked me when he told everybody to shut up, as be organized is his best attribute... I think his personality is really attractive, and somehow adorable, because he is a quiet person and he doesn't express his feelings often, even if he tries.. Ludwig is perfect for everything he does and he will not tolerate any mess, he has no experience in relationships with people, so Ludwig can confuse the situations or feelings, besides, I love the way he cares about Italy, and Germany can't deny it, he loves Veneziano, thanks to Italy, he no longer feels alone, and also he notices that his world of perfection is nothing without the companionship of his lover best friend.
Besides, when I was reading about german people, I found really good things about them, they like the cleanliness, rules, order and hard working, wich is great <3.
